HISTORICAL BACKGROUND:
Established in 1981 pursuant to Presidential Decree No. 936 under Letter of Instruction No. 987 signed by former Pres. Ferdinand E. Marcos.
Technically under the supervision of the Crop Protection Division of the Bureau of Plant Industry before the re-organization in the Department of Agriculture.
The building, laboratory, equipment and vehicle of the Center were provided thru a bilateral technical cooperation of the Bureau of Plant Industry and the German Agency for Technical Cooperation (GTZ) under the Philippine-German Biological Plant Protection Project.
RCPC became attached to DA-Regional Field Unit with the passage of Executive Order 116 in January 1987.
An additional unit was attached to RCPC with the creation of a Special Disbursing and Personnel Unit thru Special Order No. 1 series of 1999. It was renamed DA-RCPC Disbursing Unit when it became attached to RCPC in December of the same year and was then dissolved 3rd quarter of 2016.
Under the current organizational structure, RCPC in under the Integrated Laboratory Division of the Regional Field Office IV – CALABARZON.
